According to this report Italy is among countries that did not have any industrial and scientific heritage.
The Scoreboard is not taking care of the differences among the SMEs of northern Europe and the ones of the Southern Europe.
The cultural context and the administrative context are completely different.
The southern SMEs don’t have any assistance in scientific research, innovation and transmissions of innovation from the Academic side and from other Scientific Centers.
In the Northern SMEs is guaranteed all that mentioned above.
Nevertheless even the National Institutions are middle-powers yielding to the Northern SMEs a proper access to the mortgages to innovate and to keep the pace in the Market.
